We make every effort to go from initial phone call to having someone working on your project in two weeks, but whether it takes shorter or longer usually depends on the size of the company we are working with and the complexity of setting clear expectations around the definition of done.
As a rule-of-thumb "measured in weeks", but 'short-term' is less about any specific duration and more about building all our projects around a mutually agreed-upon definition of done.

We bill by the day or the week, not by the hour.
This removes the incentive to inefficiently split time between multiple clients and encourages us to report progress on objectives instead of time spent. A day billed is a day spent focusing on getting things done.

We love repeat clients, but we don't do open-ended contracts except in very specific circumstances, like to provide on-call support for something that we built. We strongly believe that focused, outcome-oriented contracts are the best way to align our incentives around solving problems, not finding pretend work for the sake of billing.
